Prepare the Instant Pot: Pour 1 cup of cold water and the remaining 1/4 cup of lemon juice into the Instant Pot. Place a steamer rack inside the pot and lightly coat it with nonstick cooking spray.

Steam the salmon: Arrange the frozen salmon fillets on the prepared rack, skin-side down. They may overlap slightly. (2 minutes)

Pressure cook: Close and lock the Instant Pot lid. Select high pressure and set the timer for 1 minute. Allow 10-15 minutes for the pressure to build. (17 minutes)

Release pressure: Carefully release the pressure using the quick-release method, about 5 minutes. Unlock and remove the lid. The salmon should be easily flaked with a fork. (5 minutes)

Season the salmon: Sprinkle the cooked salmon with the remaining 1/4 teaspoon of salt and 1/8 teaspoon of black pepper. (1 minute)

Assemble the sandwiches: Spread the cut sides of the brioche buns generously with the prepared aioli. Place the flaked salmon on the bottom buns and top with fresh arugula. Cover with the top buns and serve immediately. (3 minutes)

For an extra layer of flavor, consider adding a thin slice of red onion or a few capers to the sandwich.
If you prefer, you can use fresh salmon fillets instead of frozen. Reduce the cooking time to 0 minutes and allow a natural pressure release for 10 minutes.
Feel free to experiment with different types of greens, such as spinach or mixed greens, in place of arugula.
